The assembly, and where roofs actually fail
The roof is the horizontal part of the building envelope. On a multi-unit residential building it is almost always a low-slope assembly rather than a pitched one, and almost always a common element maintained by the association. It is the most universally recognised reserve component in existence — present in essentially every reserve study ever written, and the example every reserve professional uses to explain to a board what reserves are for.
A low-slope roof is a layered assembly: a structural deck, insulation, the membrane that is the actual water barrier, a surfacing, flashings at every edge, penetration and drain, and the drainage itself.
The single most important thing for a non-specialist to understand: roofs almost never fail in the field of the membrane. They fail at flashings, terminations, penetrations and drains — at the transitions. Which is why a replacement that renews the membrane and reuses tired flashing details has bought far less than the owner thinks, and why the detail line items are the ones to read in a roofing specification.
How long does a roof last? There is no honest table
The National Roofing Contractors Association's published position is that documented in-place performance is the primary indicator of a roof system's service life. NRCA does not publish service-life tables by system type, and it is explicitly sceptical of warranty periods being read as service lives — its commentary treats "lifetime" warranty language as a marketing decision rather than a technical claim. That position disposes of a great deal of confident nonsense:
- There is no authoritative published table of roof service lives by system type. Anyone quoting you a flat number for how long a roof lasts is guessing, however confidently.
- Manufacturers publish warranties, not predictions. A warranty is a contractual term with exclusions and conditions, and its length is a commercial decision.
- Reserve studies use estimated useful lives, which are the reserve professional's judgement informed by that roof's design, exposure, installation quality, maintenance history and observed condition.
What actually determines how long a roof lasts is a short list. Installation quality is the dominant variable and is not visible after the fact. Detailing at transitions — the flashings, again. Drainage: a roof that ponds ages faster, because standing water accelerates degradation of most membranes, loads the structure and finds every seam. Traffic and use, since mechanical equipment, amenity decks and telecom installations put people and equipment on the roof. Exposure to ultraviolet, thermal cycling, hail and wind. Maintenance — whether anyone clears drains, reseals terminations and repairs small damage promptly, the variable most within the association's control and the one most commonly neglected. And whether the assembly has ever been wetted, because wet insulation does not dry out, loses R-value permanently, and corrodes steel decks from above.
Reserve studies and roofing consultants do use planning ranges by system type, and there is nothing wrong with that as a budgeting device. They are planning conventions rather than published standards, and should be labelled that way wherever they appear.
The systems in service on residential buildings
Four families are in service on residential buildings, and each fails differently. Built-up roofing — multiple plies of felt laminated with bitumen, usually surfaced with aggregate — is the oldest of the modern systems and still on many mid-century buildings; its virtue is redundancy, its vulnerabilities are oxidation and embrittlement of the bitumen, blistering, weight, and the odour and fire-safety issues of hot application over an occupied building. Polymer-modified bitumen, asphalt modified with SBS or APP polymers and applied in sheets, combines factory consistency with multi-ply redundancy; seam quality is installation-dependent and torch application is a fire risk over an occupied building. Single-ply membranes — EPDM, TPO and PVC — are light, fast to install and repairable, but one layer means a puncture is a leak, seams are the critical detail, and the attachment method determines wind performance; TPO formulations have changed over the material's commercial history, so early-generation performance is a poor guide to current product, and PVC's long-term concern is plasticiser migration in older membranes. Fluid-applied coatings, protected-membrane and vegetated assemblies round out the set: a restoration coating is a legitimate way to extend a serviceable roof and a poor way to conceal a failing one, because coating over wet insulation traps the water, and on vegetated or paver-covered roofs the waterproofing sits under an assembly that has to be removed to reach a leak.
How roof condition is actually established
A walked visual survey documents membrane and seam condition, flashings and terminations, penetration seals, drain condition and blockage, evidence of ponding — staining and debris rings show where water stands after rain — blistering, ridging, splits, punctures, the quality of previous repairs, and the state of edge metal and copings. Ponding deserves its own note: drainage is designed for water to leave within a defined period after rain stops, and standing water beyond that is a defect with structural, thermal and durability consequences, since deflection of the deck under ponded water can be self-reinforcing.
The moisture survey is the critical diagnostic, because a wet roof and a dry roof of identical appearance have completely different remaining lives. Infrared thermography exploits the fact that wet insulation retains heat longer, so after sunset a wet area radiates a warmer signature; it is highly effective at mapping the extent of wet insulation, which is the number determining whether the roof can be repaired, partially replaced, or must come off entirely.
All of those are indicative. Findings are confirmed by test cuts — small squares removed through the full assembly, allowing direct measurement of the layers, sampling of the insulation for moisture content, and confirmation of what the assembly actually is, which frequently differs from the record drawings. Test cuts also reveal how many roofs are already in place, which matters because codes limit the number of coverings that may be left before a tear-off is required. Electronic leak detection locates breaches by detecting current flow through a defect to the deck below; non-destructive and precise, it is effectively required on roofs with overburden, where a leak cannot otherwise be found without demolishing the assembly, and it is worth specifying as quality assurance on new waterproofing before overburden is placed.
Why it is the classic reserve item, and why boards defer it anyway
The roof has the four properties that make a component ideal for reserve funding. It is unambiguously a common element, so there is no dispute about who pays. It has a finite life and will certainly need replacement, its cost is large relative to the operating budget, and its life is long enough to fund over — which is exactly the case reserves exist for. And yet it is deferred more reliably than almost anything else, for reasons specific to roofs:
- A roof at the end of its estimated useful life is often still not leaking. The estimate is an estimate, and a board looking at a roof that is not leaking has an easy argument for waiting. Sometimes they are right. Often they are trading a planned replacement under controlled conditions for an emergency one under bad conditions.
- Nobody sees it, so there is no constituency for spending on it until it leaks — and leaks then get treated as repair events rather than condition signals, with cumulative patching approaching a meaningful fraction of replacement cost without anyone tracking it.
- The consequence falls on top-floor owners first, which makes it a distributive question rather than a shared one. Top-floor owners want the roof done; everyone else pays for it.
What deferral costs, as a sequence: the membrane reaches end of life and small breaches open at seams, flashings and penetrations; water wets the insulation, which does not dry, permanently loses R-value and holds water against the deck, so steel corrodes, wood rots and concrete passes water through to the units below; the scope changes character, because a project that would have been a membrane replacement now includes deck repair, which is structural work with its own engineering and permitting; interior damage accrues in units, generating owner claims; and an unfunded association faces an emergency special assessment for a project that sat on a published schedule for two decades.
Who owns the roof, and the terrace on top of it
The general framework, which the recorded declaration and state statute control. The roof is a common element in essentially every condominium declaration, and its maintenance, repair and replacement is an association responsibility funded as a common expense — as close to universal as anything in condominium practice. Rooftop terraces and decks assigned to individual units are typically limited common elements, with the owner having exclusive use and responsibility for the surface and furnishings while the association maintains the structure and the waterproofing beneath. Owner improvements on a terrace — planters, decking, hot tubs, pergolas — are the recurring problem, because they sit on the association's waterproofing and must be removed at the owner's cost when it needs work; well-drafted declarations address this explicitly and many do not, so a buyer of a terrace unit should establish which kind they are buying into. Interior damage from a roof leak follows the general pattern: the association repairs the source, the owner or the owner's insurance repairs the interior finishes, subject to the declaration's casualty provisions.
What it means for financing, insurance and what to ask
Reserves. "Roof" is the first enumerated component in Florida's mandatory structural integrity reserve study list under Fla. Stat. §718.112(2)(g), reflecting its status as the canonical reserve item. For a buyer, the roof line is the best single test of whether a study and a board are serious. Check three things: the estimated remaining useful life against the roof's actual age and observed condition; whether the estimated cost has been updated in the last few years; and whether the funding plan actually accumulates to that number by that date. A roof line rolled forward year after year at an unchanged cost is a tell.
Insurance. Roof age and condition are among the most direct underwriting factors in property insurance, particularly in wind- and hail-exposed regions, where insurers increasingly apply age-based limitations — actual cash value rather than replacement cost settlement on older roofs, or outright exclusion. An association with an old roof can find its policy no longer covers the thing most likely to be damaged, which is a master policy problem and therefore a project-level one.
What to ask for. The date of the last replacement and what was actually replaced, because a membrane-only project and a full tear-off are different things; any moisture survey and its date; the repair log for recent years; the warranty and its terms; and the roof line in the reserve study with its assumed cost and date. Establishing condition requires a roofing consultant or engineer with no interest in selling the roof — a distinction that matters more here than in most trades, because the party offering the free inspection is frequently the party selling the coating.

Will an old roof stop my loan?
Not by itself. There is no agency test for roof age. What reaches a project review is deferred maintenance: an active leak affecting units is a habitability issue, and a roof past its estimated life with no funding plan is deferred maintenance. A serviceable older roof with a properly funded replacement line in the reserve study is an ordinary condition and not a financing obstacle.
The board wants to coat the roof instead of replacing it. Is that reasonable?
It can be, and it can also be money spent to postpone a problem. A fluid-applied restoration coating is a legitimate way to extend a roof that is serviceable and, critically, dry. Applied over wet insulation it traps the water and the assembly keeps deteriorating underneath. The test is a moisture survey — infrared thermography to map the extent of wet insulation, confirmed by test cuts. Ask whether one was done before the coating was proposed, and by whom.
Who pays when a roof leak damages my unit?
Under the usual framework the association repairs the source, because the roof is a common element, and the owner or the owner's insurance repairs the interior finishes, subject to the declaration's casualty provisions and to state statute. That allocation is set by the recorded declaration, which can vary it, so the general pattern is a starting point for reading your documents rather than a substitute for reading them. Repeated leaks the association had notice of and did not act on raise different questions, which are for an attorney.
What does it cost to defer a roof replacement?
More than the roof. Small breaches wet the insulation, which never dries, permanently loses its insulating value and holds water against the deck. Steel decks corrode, wood decks rot, and what would have been a membrane replacement becomes structural deck work with its own engineering and permitting, while interior damage accrues in units. Code-triggered upgrades on replacement, such as additional insulation thickness that raises the roof height and drags in all the edge details, add cost that a reserve line built from a membrane price never included.
