Aging plumbing risers and stacks

Not a financing issue

A condition established by inspection rather than by age, and a project that runs through people's kitchens and bathrooms.

Old pipe is not an agency test and will not fail a project review on its own; what reaches a lender is an active leak history or the special assessment that funds the replacement.

Risers, stacks, and why the vocabulary matters

A multi-storey building's plumbing is organised vertically, and the words are used loosely enough that reading a proposal or a set of board minutes can be confusing.

  • Riser — a vertical supply pipe carrying potable water up through the building: domestic cold, domestic hot, and the hot water recirculation return, with branch takeoffs at each floor.
  • Stack — a vertical drainage pipe. A soil stack carries waste from water closets, a waste stack from other fixtures, a vent stack carries air. In ordinary usage, stack means the drain, waste and vent system.
  • Branch — the horizontal run into an individual unit. Main — the horizontal distribution at the base or in a ceiling space.

One framing point before the detail: age is not condition. The way to establish whether piping needs work is inspection, not arithmetic on the certificate of occupancy. Two buildings of the same vintage can be in entirely different states depending on water chemistry, velocity, ventilation and installation quality.

The materials, and how each one fails

Cast iron drainage

Cast iron soil pipe dominated mid-century and earlier multi-storey residential construction and remains in service in enormous numbers of buildings. It is durable and excellent acoustically, which is why it was used and why replacing it with plastic reliably generates noise complaints.

The dominant failure in horizontal and low-slope runs is channelling: the invert is in continuous contact with wastewater, and corrosion combined with abrasion erodes the wall along the bottom, so the pipe can look sound from above and be perforated at the invert. In vertical stacks, attack concentrates at fittings, at the base where flow changes direction, and in the upper reaches and vent portions, where hydrogen sulphide in the airspace is oxidised by bacteria to sulphuric acid that attacks the pipe from inside. Scale and grease reduce diameter and give corrosion more time to work.

On service life, no single number is defensible. Trade sources vary widely, and the outcome depends on water chemistry, waste composition, slope, ventilation and workmanship. The honest statement is that cast iron drainage in a multi-storey residential building commonly reaches a condition requiring significant rehabilitation within the ordinary life of the building, and that condition is established by looking inside the pipe rather than by counting years.

Galvanised steel supply

The zinc coating protects the steel until it is consumed; then the steel corrodes and iron oxide tubercles build up inside. The consequences appear in a characteristic order, which makes them a useful diagnostic sequence: discoloured water, particularly after stagnation; then reduced flow and pressure, most noticeable on top floors and at branch ends; then pinhole leaks; then failures at threaded joints, where the wall is thinnest. Hot risers and recirculation returns commonly fail first.

Copper supply

Pitting and pinhole leaks are water-chemistry dependent — pH, dissolved oxygen, chloride and sulphate content, disinfectant residual, and in some systems microbiologically influenced corrosion — and notoriously hard to attribute; a building with recurring pinholes usually has a water-chemistry or velocity problem, not a bad batch of pipe. Erosion-corrosion from excessive velocity, commonly an oversized recirculation pump, strips the protective oxide film at elbows and downstream of fittings, leaving horseshoe-shaped pits pointing downstream. That is the classic failure in hot-water recirculation loops in high-rise residential buildings, and it is a design and operations failure rather than a material one — so repiping without fixing the velocity reproduces the problem in new pipe.

How condition is actually established

Symptom pattern analysis. The cheapest and earliest diagnostic is the maintenance log, and it is the document most worth asking for. Rising leak calls, leaks clustering on particular stacks or floors, repeated blockages in the same stack, discoloured water and declining pressure at upper floors are all meaningful. In a building with dozens of risers, the pattern tells you whether there is a system problem or a location problem, and those call for completely different budgets.

Video inspection of drains. A camera run through the stacks and building drains is the primary condition-assessment tool for drainage, producing the evidence a board needs: visible channelling, scale, grease, cracked or displaced joints, offsets and perforations.

Pipe sampling. Cutting out short sections and measuring remaining wall thickness in a laboratory is definitive, and the only way to quantify remaining wall in cast iron and galvanised pipe. Water quality and flow testing establishes whether symptoms come from the pipe or from water chemistry and pressure — an important fork, because the second is far cheaper to fix and repiping will not solve it.

What a reserve study or milestone inspection will not find. Neither opens walls. Florida's structural integrity reserve study lists plumbing as a mandatory reserve component and requires the study to be based on a visual inspection of the property, which is precisely why a plumbing line in such a study should be read as a planning allowance rather than a condition finding.

Why replacement is uniquely disruptive in a tower

This is what distinguishes the topic from residential plumbing generally, and it comes down to one physical fact. The pipe runs through everyone's home. A riser or stack serves a vertical column of units and sits in a chase, usually in a wet wall shared between the bathroom or kitchen of one unit and the next. To replace it, the contractor must open that wall in every unit on the stack, from the lowest floor to the roof.

  • Unit access is the critical path. Every owner on the stack must grant access on a scheduled day. One refusal, one absentee owner, one uncooperative tenant, and the stack stops. Declarations and state condominium acts generally grant a right of entry to maintain common elements, though notice, procedure and remedy vary.
  • Finishes are destroyed and must be rebuilt. Opening a wet wall means removing tile, cabinetry, countertops and fixtures, so the scope is typically far more restoration than plumbing. The restoration standard — original condition, builder-grade, or whatever the owner installed — should be settled in writing before the project starts.
  • Asbestos and lead. Older buildings frequently have asbestos-containing pipe insulation or mastic in the chases and lead-bearing solder. Opening walls triggers survey and abatement obligations, a routinely under-anticipated cost driver.
  • Firestopping. Every floor penetration requires proper firestopping on reinstatement, and these projects routinely discover the original penetrations were never properly firestopped — a life-safety finding in its own right.

Lining versus replacement, honestly

This is the central technical choice, and the market around it is promotional in both directions, so it is worth setting out neutrally.

The case for lining is that it is far less destructive, because access is through existing openings rather than by opening walls in every unit; disruption and loss of service are much shorter; it avoids or reduces asbestos and lead disturbance, because walls stay closed; and it avoids the finish restoration scope, often the largest single line in a replacement project.

The case for replacement. It restores a known, code-compliant system with a full new service life and a clean warranty, where a liner's life depends on the liner, the host pipe and the installation. Lining does not restore the structural capacity of a badly degraded host pipe unless a fully structural liner is designed as such. It reduces internal diameter, which matters in supply already narrowed by tuberculation. Fittings, tees and directional changes are the hardest features to line reliably and are exactly where failures concentrate. And lining fixes nothing failing for a reason other than pipe wall condition: undersized pipe, inadequate slope, bellies or excessive velocity all survive the treatment intact.

The due-diligence point that matters most. Code acceptance varies by jurisdiction. Whether a given lining product may be used, on which systems, and under what approvals is a matter of the local plumbing code and the authority having jurisdiction. Products used in potable systems need appropriate drinking-water-contact certification, for which NSF/ANSI 61 is the governing framework. Quality assurance is also difficult, because the work is inside a pipe.

The neutral conclusion. These are not competing products; they suit different conditions. The decision should rest on a condition assessment by an engineer with no financial interest in the method chosen.

Who owns it, and how it gets paid for

The prevailing framework, which the declaration can override. Vertical risers and stacks and horizontal mains serving more than one unit are common elements and the association's responsibility, even where the pipe runs inside a wall bounding a unit, because the usual test is what it serves, not where it sits. Branch piping into the unit is usually the owner's, though the exact demarcation is declaration-specific and a frequent source of dispute. Fixtures, supply lines, angle stops, in-unit water heaters and appliance connections are the owner's in essentially all declarations.

Worth saying plainly, because it inverts most people's assumption: the most common source of in-unit water loss is not the building's piping at all. It is owner-controlled items — flexible supply hoses, water heaters and appliance connections. Many associations now require periodic replacement of those by rule, which is cheap and effective.

Reserves and funding. Plumbing is an enumerated component in Florida's structural integrity reserve study list and a standard line in any well-built inventory, but it is one of the most commonly missing or understated lines in older studies: it is concealed, and its life is long enough that a building can go decades without confronting it. Because replacement in an occupied tower carries a large non-plumbing scope, a reserve line built from a pipe cost alone will be materially short. These projects are among the largest capital events an association undertakes, typically funded by a combination of reserves, a special assessment and a loan, phased by stack over several years.

What it means for financing, and what to do

Aging piping is not, by itself, an agency test. No project review asks how old the risers are, and there is no threshold to fail. A fifty-year-old building with original cast iron, a clean leak log and a funded plan is an ordinary, financeable building — one of the conditions most often overstated in conversation.

What does reach a lender comes through two channels: active leaks and unaddressed deferred maintenance affecting habitability, which are directly relevant to current project eligibility standards, and a pending special assessment for a large piping project, which is a disclosure item lenders evaluate. The funding event often matters more to a transaction than the pipe does.

  • If a project is planned, ask for the scope, not the price. Whether restoration, abatement, access and contingency sit inside the number is the difference between a budget and a down payment on a bigger assessment.
  • Know the boundary. Establishing piping condition is plumbing engineering work, and the demarcation between association pipe and owner pipe is a question for an attorney.

Common questions

Will old plumbing risers stop me getting a mortgage?

Is epoxy lining as good as replacing the pipe?

It depends on the condition of the host pipe and on the local code. Lining is a strong option where the pipe retains adequate wall and structural integrity, where a reduced internal diameter is tolerable, where the geometry can be lined reliably, and where the authority having jurisdiction accepts the product for that system. Replacement is indicated where wall loss is advanced, where the system is hydraulically inadequate or badly configured, or where the association wants a full new service life and warranty. The decision belongs to an engineer with no financial interest in either method.

Do I have to let the association into my unit for riser work?

Generally yes, and that right is what makes these projects possible at all. Declarations and state condominium acts commonly grant the association a right of entry to maintain common elements, and vertical risers serving multiple units are almost always common elements. The notice period, procedure and remedies for refusal vary by declaration and by state, so the specifics are a question for the association's counsel rather than a general rule.

Why is riser replacement so expensive when pipe is cheap?

Because the pipe is a minority of the project. Replacing a vertical riser requires opening a wet wall in every unit on the stack, which means removing and rebuilding tile, cabinetry, countertops and fixtures; it commonly triggers asbestos and lead survey and abatement; it requires proper firestopping at every floor penetration on reinstatement; and it takes months to years in an occupied building with water outages and relocation. Reserve lines built from a pipe cost rather than a project scope are materially short for exactly this reason.

Does a reserve study tell me the condition of the plumbing?

No. Florida's structural integrity reserve study lists plumbing as a mandatory component and requires the study to be based on a visual inspection of the property, and nearly all significant piping is concealed inside walls and chases with its deterioration internal to the pipe. A plumbing line in such a study is a planning allowance rather than a condition finding. Establishing actual condition requires a dedicated assessment: drain video, pipe sampling, pressure and flow testing, and a review of the leak history.
